The Fundamentals of Engineering (FE) Civil exam is administered by NCEES and is the first step toward becoming a licensed Professional Engineer (PE) in the United States. Passing the FE earns you the Engineer in Training (EIT) or Engineer Intern (EI) designation — and starts the clock on the 4 years of experience needed to sit for the PE exam.
The exam is computer-based and offered year-round at Pearson VUE testing centers. You have 5 hours and 20 minutes to answer 110 questions. It is open-book — but only for the NCEES FE Reference Handbook, which is provided electronically during the exam.
The FE Civil exam is challenging. NCEES does not publish official pass rates, but industry estimates put the first-attempt pass rate at roughly 70–75% for recent graduates and significantly lower for candidates who have been out of school for several years.
The difficulty comes from two places: (1) the sheer breadth of material across 18 knowledge areas, and (2) the time pressure — you must navigate the Reference Handbook quickly to find equations while solving problems under a clock. Students who fail often know the material but struggle with exam-day execution.

The FE is open-book — but only for the NCEES Reference Handbook. Download it free from NCEES.org and practice navigating to equations quickly. Being able to find formulas fast is a skill you must develop before exam day.
Focus extra time on fluid mechanics, statics, structural analysis, and geotechnical engineering — these carry more questions. Don't spend equal time on every topic.
Take at least two full 110-question practice tests under timed conditions before exam day. Endurance and pace management are major factors in FE success.
Mark and move. One stuck problem can eat 10 minutes. Get all the easy points first, then return to difficult questions with remaining time.
Most states allow engineering students to take the FE exam during their senior year or after completing their degree. Requirements vary by state — check with your state engineering board for specific eligibility rules.
NCEES updated the FE Civil exam specifications in 2014 and has made incremental adjustments since. The computer-based format with electronic reference handbook access is different from the old paper-based exam. Most engineers report the current format is manageable with proper preparation.
You can take the FE exam up to three times per year, with a minimum 60-day waiting period between attempts. There is no lifetime attempt limit.
Recent graduates typically need 8–12 weeks of consistent preparation (1–2 hours/day). Engineers who have been out of school for several years may need 16–20 weeks to review fundamentals they haven't used recently.
